With an extensive prison system and one of the highest prisoner populations in the United States, the California Department of Corrections constantly faces issues of overcrowding, violence, and budget constraints.  After decades of proliferating drug sentences and Three Strikes laws demanding life imprisonment upon conviction of a third violent felony conviction, these problems often reach points of considerable crisis. It is worth considering what measures may become acceptable in the name of security.
